There's some reconciliation in my head that needs to be done between "Celestia that has dealt with Discord's impenetrable wall of villainous ego before and is beyond done with it when Round 2 starts" and "Celestia that invites reformed Discord to the Grand Galloping Gala for the lolz."

The Gala really must be that excruciating for her.

'Tia is very protective of her little ponies. She's got zero chill if you come to do bad things to Equestria, so she goes straight to beyond done when her subjects' safety is on the line. But she never actually hated Discord's antics in and of themselves (it would seem); she just hated when it was a threat to her subjects. And she's developed a lot of maturity over her long life about the futility of holding grudges. Thus, once Discord is downgraded from "mad god" to "mostly harmless prankster," she thinks he's pretty funny.

I think Borg pretty much has it there. As an added level to Celestia's impatience, all of that chaos happening across Equestria is potentially hurti
